Why we don't just "touch it up"

Touch-up paint on anything deeper than clear coat leaves a visible blob that's worse than the scratch. A proper repair sands the scratch out, fills if there's a groove, primes, paints the panel, and blends into the next panel so the color transition is invisible. How we match and blend paint.
