Repair or replace? The honest answer
Modern bumpers are a painted plastic cover over a foam absorber and a steel or aluminum beam. The cover takes almost all the cosmetic hits, and plastic repairs well. We replace when: the cover is torn through a mounting tab, the plastic is deformed beyond heat-reshaping, or the hit was hard enough that the absorber or beam behind it is crushed (that's a safety part, not a cosmetic one).

The hidden stuff behind a bumper
A "small" rear hit often bends the absorber or cracks the tail-light housing; a front hit frequently takes out the AC condenser (your AC goes warm a week later). Why the color matches
